PALM DESERT, Riverside County — October 22, 2026. Before advertising a property to vacation guests, an owner should verify the City of Palm Desert’s short-term rental rules. Its official Short-Term Rentals page explains zoning limitations, required permits, operational obligations and an approaching deadline for certain existing rentals.

The permit and nightly-stay definition

Palm Desert defines short-term rentals as privately owned residential housing rented for two to 27 consecutive nights. The city requires a valid permit before advertising or operating such a rental. Its published fee for a new or renewed STR permit is $29, with separate permits needed for separate properties and renewals required annually.

Which zones qualify?

Eligibility depends on zoning. The municipal page says R1 and R2 zones generally allow only on-site owner permits. The Planned Residential (PR) zone and others may require an HOA approval letter or owner-occupancy conditions. Do not treat a permitted neighboring rental as proof that another home qualifies.

Hillside Planned Residential deadline

The city’s page says certain existing off-site owner rentals in the Hillside Planned Residential (HPR) district must permanently cease operating by December 31, 2026. New off-site-owner permits in that zone are not allowed, according to the city’s published guidance. Owners should confirm whether their parcel is within HPR and whether specific current rules or exceptions apply.

Taxes, fines and neighbors

Palm Desert warns of a $5,000 administrative fine for operating or advertising without a valid permit. It also describes monthly transient occupancy tax and tourism assessment filing obligations. Platform collection of part of a tax does not eliminate all compliance responsibilities. Operators must follow the city’s good-neighbor and guest-information requirements.

Owner checklist

  1. Check the parcel on the city’s STR eligibility map.
  2. Confirm owner-occupancy and HOA requirements.
  3. Check permit validity and annual renewal timing.
  4. Verify current taxes and reporting deadlines.
  5. Request written clarification from the Planning Department before committing to rental income projections.
